setup: user systemd service does not work with systemd-creds

When installing into ~/.local and using systemd-creds, systemd fails to start the user service:

Main PID: 1328 (code=exited, status=243/CREDENTIALS)
```

Evidently the service cannot access its encrypted credentials. The only fix seems to be to disable it for user installations.
