There three sub actions that can be created on a StateUsage and a StateDefinition: entry, do, and exit.
Each sub action have two tools, one asking to select an ActionUsage to associate with, another one creating the standalone sub action.
For each sub actions we will merge both tools leveraging the latest selection dialog changes.
