Employ Eclipse Dash to control 3rd party dependencies

There is a possibility to have automated 3rd party dependencies control with Eclipse Dash tool as a part of PR checks
Eclipse Dash also allows to automate IP team review requests

The drawback is that EF infra may return error status from time to time, but I consider this as a temporary issue that doesn't decrease the value of 3rd party dependencies check automation.
