move sys/quiet path dependency to sys/quiet/icons

Markus' advice to keep this clean, avoid potential conflicts with other processes relying on sys/quiet. Shouldn't be hard to implement, but not pressing, there are enough references here that i will need to dedicate some debug time to make sure the update takes. v2 goal
