WordPress 7.1 support, and a fix for copying reporting failure when copying was still possible.

• WordPress 7.1 support. Verified against 7.1-RC4: the block registers and renders in the always-iframed editor, and CSL formatting was exercised through POST bibliography/v1/format across five styles with vendor/ present — output diverges per style, confirming citeproc applied them rather than falling back.
• Fixed: both Copy citation and Copy bibliography reached their fallback only when clipboard access was missing entirely, not when the browser offered it and then refused. A refusal now falls through to the fallback instead of reporting failure.
