Feature : MPS to implement Subscribe Notify mechanism to communicate change of device and power status to upstream consumer

MPS gets disconnected when CSME loses power.
Events based subscribe and notify mechanism to be incorporated for power changes on a given host.
Power changes initiated via LMS, should have a subscribe and notify mechanism.

I believe this feature request is based on ITEP-81721 issue.

When there is sudden power cut off(physically power off) from the platform, AMT FW would not be able to predict that and inform MPS on the power state of the platform. From MPS perspective, the device is simply just disconnected. A network outage would have resulted in the same behavior.

However, the following events can be published by MPS, when:

• CIRA connected to MPS
• CIRA disconnected from MPS (after the connection timeout, either due to power outage or network outage)
• Host powered down by AMT (platform power is still up)
• Host powered up by AMT

EMF would either need to listen to MQTT event(already supported by DMT) or other subscribe-notify mechanism, still pending for clarification.

@shaoboon , Shutdown is executed - Power Off the host via remote WPS like APC. Operating system will log a Power event. Request is to verify feasibility on Subscribing to power event and notifying the upstream interface via MPS.

@ANUSHABHASKAR understood, so the request for DMT is to access the OS event logger (Event Viewer for Windows, journalctl for Linux) and publish it to upstream interface.
