How to unignore a dependency

No clue how I've managed to ignore Scalar.AspNetCore but changing dependabot.yml to allow the package does not help.

Here's another example of unexpected and unwanted ignore that I tried to resolve from the latest successful update

What can be done to restore updates for these two packages?

Also it feels very counterintuitive that it shows ignore conditions on package
