Run tests on CI (not under crippled) #47
Description
Duplicate of datalad/datalad-catalog#212 but reopened here.
The idea is to evaluate this option (i.e. having a github workflow to run tests on crippled filesystem and not-crippled for PRs and pushes to main branch) for the extension template, and hence all extensions, instead of just a single one.
