Update `semantic-release` to version supporting Trusted Publishing

What would you like?

Update CI to a version of semantic-release that supports npm Trusted Publishing.

Why is this needed?

• The Cypress.io team desires to migrate to npm Trusted Publishing, as specified in issue Migrate to npm Trusted Publishing #1558.

• The CI workflow .github/workflows/main.yml in the release job uses semantic-release@24.2.3, released on Feb 15, 2025.

• semantic-release@25.0.1, released on Oct 19, 2025, is the first version to support Trusted Publishing.

Other

• semantic-release@25.0.0 introduced minimum Node.js versions:

"node": "^22.14.0 || >= 24.10.0"

• This requires resolution of issue Update cycjimmy/semantic-release-action to node24 version #1563, since cycjimmy/semantic-release-action currently runs.using the incompatible node20 version.

semantic-release@24.2.9 updated to semver-diff@5.0.0, which is now deprecated, so that installing this version and higher versions of semantic-release including semantic-release@25.0.1 causes a deprecation warning:

npm warn deprecated semver-diff@5.0.0: Deprecated as the semver package now supports this built-in.

• This issue is tracked through Deprecated dependency: semantic-release still uses deprecated semver-diff package semantic-release/semantic-release#3887

Edit: This is a non-critical issue that should not prevent updating.
