Need for README so that it's clear how we run this

It would be good if a README, with an overview of how to run these scripts, could be added, as we could then get this running on an official *.cyclestreets.net domain.

This would also enable the .apk to be downloadable from us, rather than only from Google Play which some users have privacy concerns about or would generally rather avoid.
