Add max_toot_chars to report maximum characters is 512

Apparently this is a de-facto standard that the glitch-social fork and Pleroma uses to indicate when the maximum number of characters is >500, for the benefit of third-party clients: nolanlawson/pinafore#280 (comment)

special casing character limits while not handling other types of custom validation has never sat right with me, which is why I disagreed with this proposal from the beginning. iirc we have our own forked version of pinafore that had a correct character limit, so this issue is moot
