Add Minion processing job for reports written with new API #28
Description
The legacy Metabase API accepts most of our incoming test reports. When a report is written, it enqueues a Minion job to process the report. Then the CPAN Testers Backend takes over.
However, the new report post API does not enqueue a Minion job, which means reports submitted this way do not get processed.
We should add a new Minion job for every report submitted via the new API.
