[Bug]: No "Server Unreachable" notification received using Telegram

I've been using Coolify Cloud for several months and we had a malfunctioning server on our end. Basically it didn't have enough resources and became unavailable.

If I opened this Server on Coolify UI or projects deployed on this Server, it showed "Server is unreachable or misconfigured" with red font on all of them.

However, no Server Unreachable notification was received. All the other notification triggers work without a problem.

I also tried to disable and enable Telegram notifications - didn't work.

I also tried to manually disable other server by external means (on provider side). Received no notification about server being unreachable and also reachable.

Steps to Reproduce

1. Have Telegram Notifications enabled and its "Server Unreachable", "Server Reachable" notification triggers enabled.
2. Have a functional server.
3. Disable that server by any means, like shutdown button on host side.
4. Receive no notification about server being unreachable.
