Inconsistent use of schema, nsd and nsdoc versions

Describe the bug
When running a Validate Templates (menu)plugin, I get that notification:

This is weird behavior, because the newest project I can create is 2007B4.

I would like to have a solution that allows me to pick any available version of the schema as well as the NSD and NSDoc.

The current IEC61850 SCL schema is 7007B4 (January 2026). The standard also provides so-called NSD and NSDOC files for specific parts of the standard. These files have their own version numbering: 2007B3, 4, 5, etc. Each NSD and NSDOC file have their own schema: “NSD.xsd“. The standard specifies that for any code component the latest release from the IEC website shall be selected.

Proposed working method:

1. The CoMPAS/OpenSCD user selects which version of the standard (=SCL schema) he/she wants to use. This good for now.
2. CoMPAS/OpenSCD uses the latest NSD/NSDOC files that are released for the chosen version of the standard. The location of the NSD files should in a JSON file or simular. This should remove hardcoded NSD files in the code.

Suggested stucture: SCL schema, NSD version, possible versions.

Not needed for now:
3) CoMPAS/OpenSCD performs a check of the used NSD/NSDOC files against their schema (NSD.xsd) to guarantee that the files conform to the schema.

Add word schema to 2007B4: Schema 2007B4

As a user I want CoMPAS to automatically identify, locate and use the applicable NSD and NSDOC files.

When creating a new project, CoMPAS asks the user to select the wanted IEC61850 edition. This automatically implies the selection of the accompanying IEC61850 SCL schema.

After the user selects the IEC61850 edition, CoMPAS shall download the "IEC61850_code_components.json" file from the server (fixed location). In case the file cannot be found, or no internet connection exists, the local version of the JSON file shall be used. In case there is no local file, the application shall inform the user.

In the IEC61850_code_components.json file, CoMPAS shall located the selected IEC61850 edition and download all code component files for all IEC61850 parts. In case one or more of the files cannot be found, or no internet connection exists, the local version of the code component file shall be used and the user shall be informed (no internet or missing file). In case there is no local file, the application shall inform the user.

Optional: Each used NSD, NSDOC and Manifest file that is used shall be check against the applicable schema, i.e., NSD.xsd for NSD/NSDOC, and IECManifest.xsd and IECCopyright.xsd for Manifest.xml.

NOTE: in the attached JSON file, currently only the IEC61850 Ed2.1 code components are described. The code components for Ed1 and Ed2 need to be be added.
