Archive OCL validator

The OCL validator still does not work properly, with the work of Bearingpoint, their are new ways to validate your SCL file. If their is a need we could later unarchive it.

Acceptance criteria:

• Move front-end code ans possible documentation to OCL validator back-end service
• Archive OCL validator on Github com-pas/compas-scl-validator: Validation Service to validate SCL File
• Everywhere where it is referenced (E.g. in deployments)
