Treasurer's New Data Portal

Hi guys - 

[Treasurer Magaziner](http://www.treasury.ri.gov) just debuted a new [CKAN](http://docs.ckan.org/en/ckan-2.3/api/)-based [Data Portal](http://data.treasury.ri.gov/). @theryankelly I assume these should make our list overall, right, even if they don't go on the city-based aggregator?
