Add 20th Anniversary branding to the home page

Description

Add a clickable pill badge above the hero headline to celebrate CKAN's 20th anniversary. The badge should be subtle but visible, and link to the dedicated anniversary page.

Design spec

• Position: centered, directly above the <h1> headline
• Style: dark navy pill (#1a1a2e → #0f3460 gradient), rounded (border-radius: 40px)
• Left:
  • option A: bold "20" — 2 in red (#e63946), 0 in yellow (#f4d03f), font-size 22px, weight 900
  • option b: logo: attached below
• Divider: 1px vertical line at rgba(255,255,255,0.2)
• Right: two-line text block
  • Top: "Years of Open Data" — white, 13px, 700
  • Sub: "Celebrating two decades of open source" — muted white (45% opacity), 10px
• Trailing arrow → that slides 3px right on hover
• Hover: lifts 2px with deeper box-shadow

Behaviour

• Links to anniversary (the 20th anniversary page) see issue:
• Temporarily displayed — should be easy to remove after the anniversary year
