NCDC data workflow

The current workflow to prepare data for ANUSPLIN simulation is quite messy. So an update is underway.

After this update, the standard workflow includes two parts. The first part is the standard NCDC CSV data downloaded from website. The filename of each download must be the year string, for example, 2015.csv should have all the climate data within 2015. No other extra preparation is needed for this file.

The second part is user provided data. User can either provide precipitation data or temperature data through additional text based files. For temperature data, user can also choose to use the lapse rate method to provide more data. However, care must be taken to choose the reference site for lapse rate method.
