[alerting] Multiple BQ data transfers failing, not detected by alerts on staging

I've found that several BQ data transfers have been failing during more than a week on staging. Unfortunately I couldn't find any incidents or alerts been fired up in relation to this issue.

It sounds like we're missing any conditions that matches this failing state:
