Eliminate the duplicate code for managing default trust bundle images #892
Description
We currently publish images based on Debian Bullseye and Bookworm ca-certificates package. And #689 suggests adding a new image based on Debian Trixie. The code is copy-modified and has a lot of duplication. We also have GitHub workflows with similar amount of duplication. This should be possible to improve, creating a more flexible structure that can be easily extended with new Debian distirbutions.
