Move tokens list generation scripts to gate3

We currently import the tokens list generated in this repo: https://github.com/brave/token-lists

This list is insufficient for our growing use-cases in gate3. We would like to bring it over to this repo and also augment it for gate3's requirements. This is also good for reducing dependency on external repos.
