Changelog Design

Changelog.rst or Changelog.md !?

Currently it is .rst.

Add to `docs` of this package and to `docs` of the Template so that `readthedocs` web documentation, can build and host it along with the rest of the **Documentation** pages. 

Github can render by default only .md files.
