DimInactiveOff at the tab level as well?

Much as we can disable inactive dimming at the window or buffer level, it would be useful to be able to disable this at the tab level as well.

(submitted with apologies -- if I had the cycles I'd be submitting this as a pull request rather than a plaintive plea for a feature extension :))
