BitNavPanel Toggle button doesn't show when Header and Footer configured

I am trying to use a custom control, based on BitPersona, to use in my header and foot area of a BitNavPanel.

I notice that when I specify these, the NavPanel toggle button doesn't show.

Is that intentional or am I missing something?

I suppose if I am creating the header, then it's reasonable for me to create the ToggleButton so that I can place it properly. Is that correct?

Also, when using HotReload, the spacing of the footer is not at the bottom of the page, but at the bottom of the menu. A simple refresh of the page fixes that, but maybe that's an indication of some other problem. This is just behavior I've noticed and does not need to be addressed.
