Sometimes annotations seem to be wrong, but one cannot decide on his/her own. Flagging an annotation for review is a great means to allow others to review especially problematic annotations.
This could be implemented similar to ML annotations #679.
Another option would be to add a second label which is named review. However this would require the Largo tool to be able to add a label instead of relabeling it (if the original annotation is your own annotation). Although I like the idea of having a different quality of "label", i.e a flag is not just a regular label. Pros for regular label flag would be that all the functionality like filtering etc. could be reused and that would mean a lot more feature gain for free / or a lot less implementation effort.
