Host bazel-eclipse

https://github.com/salesforce/bazel-eclipse/ is an Eclipse plug-in and Java Language Server extension for Java development with Bazel. It was previously developed at Salesforce. I was the main developer of the repository. Because I left Salesforce I cannot continue contributing there and looking for a new home of the project.

The OSPO policy is that the repository can/should be forked to some other org in order to continue development. I would rather like to continue development here in the bazel-contrib org instead of my own personal org.

Must use an OSI-approved OSS license, preferably Apache-2.0.

The code is licensed: Apache 2.0 and Eclipse Public License 2.0.

Must have wide applicability in the community.

Java community only

Must have a clear point of contact who answers questions from the SIG.

That would be me.

Must be “production quality”:

Must reply to issues/PRs in 2-3 weeks (exact service level agreement TBD)

✅

Must have more than one person who is committed to review/approve PRs

👎 currently not met; I would like to get more people involved

Must publish semver releases.

Must work with LTS Bazel version

✅

Must publish the rules to the Bazel Central Registry, keep that CI green

not applicable (it's an IDE plug-in/language server)

@cgrindel @alexeagle We have a few more people collaborating on this now. In order to guarantee ability to release & publish long term we really would like to move this repo out of my personal org into bazel-contrib.
