Failing to resolve dependencies

While trying to update one of my mods to 1.21.5 I encountered an error, which I believe to be caused by explosion, potentially because I updated loom to 1.10-SNAPSHOT. Here's the stacktrace.txt.

I'm using explosion 0.3.1 for fabric, exploding a mod called c2me.

The mod in question is https://github.com/senseiwells/ChunkDebug/tree/1.21.5, to reproduce the issue uncomment line 34 of the build.gradle.kts, let me know if there's any more information I can provide.

Getting the same Exception when doing this on the latest Fabric template (so all dependencies are updated):

modImplementation explosion.fabric("maven.modrinth:preloading-tricks:${project.preloading_tricks_version}")

A problem occurred configuring root project 'mymodsmychoice'.
> Could not resolve all dependencies for configuration ':modImplementation'.
   > java.util.ConcurrentModificationException (no error message)

It does work when using version 0.1.0

Can confirm, using version 0.1.0 does work. Also curiously 0.3.1 works for another repository of mine ServerReplay no problem, for the same exploding mod - I can't seem to find any meaningful differences between the 2 repos, they are both for 1.21.5 on the loom 1.10-SNAPSHOT.
