No Thumbnail if Video Shorter Than Default Time 

## Description
If a video is shorter than the default thumbnail duration, it will only present the default thumbnail even though there are frames to pick from. This is an edge case seen here: https://avalon-dev.dlib.indiana.edu/media_objects/44558d32r
