To push hyperlane/safe across the line, I created this notion page with the next steps (above link)

TLDR:

1. deploy safe account with appropriate threshold and owners
2. test by sending some tia out of the safe account
3. transfer hyperlane route ownership to the safe account and request hyperlane to transfer the core contract ownership
4. continue with UI deployment
