Develop/Implement Data Retention Policy

Creating an issue based on suggestion from @ruebot about thinking toward developing and implementing a data retention policy.

Some notes provided by Nick and discussed during a team meeting:

Purpose of policy: obvious reason relating to space on Compute Canada (we're not in need right now, but need to think about future computing resources) and it would be good cover for pivoting to new derivatives

Process-wise, the following would need to be address:

• to email all users, and let them know it will go into effect at some date.
• add a notice to job emails
• add a notice somewhere on the collection page

Additionally

• Policy to cover a 30-day period
