ci: fast forward merges doesn't dipatch PR Sync or any other workflow

## Description

We'll probably need to create/maintain a fine-grained action for that to be handled by a GitHub App, since workflows token inherently doesn't dispatch to others to avoid recursion. Need better analysis.
