Bump @tootallnate/once, @angular-eslint/schematics and @angular/cli

Removes [@tootallnate/once](https://github.com/TooTallNate/once). It's no longer used after updating ancestor dependencies [@tootallnate/once](https://github.com/TooTallNate/once), [@angular-eslint/schematics](https://github.com/angular-eslint/angular-eslint/tree/HEAD/packages/schematics) and [@angular/cli](https://github.com/angular/angular-cli). These dependencies need to be updated together.
