feat(Rust): Implement Rust binding interface

Describe the enhancement requested

Rust has demonstrated unique advantages in several aspects, and its user base is growing rapidly. Meanwhile, the ecosystem of graph systems (such as graph databases and graph execution engines) in Rust is becoming increasingly rich (e.g. miniGU). Therefore, it is highly valuable for GraphAr to provide a Rust binding interface.
Fortunately, graphar-rs has already accomplished part of this work.
This issue will be used to discuss further details on integrating graphar-rs into GraphAr, making it easier for users to adopt and use.

Supplement the areas that GraphAr needs to improve:

• Replace platform-dependent int with fixed-width type int32_t to ensure consistent binary layout across platforms.
• Enhance CMakeLists.txt to support proper library distribution
