Support for Python 3.13 and spaCy 3.8.7

I'm seeing errors when installing scispacy. It shows errors building blis, which is already installed. I see no other messages that seem actionable, so I'm considering that our entire environment may be the cause.

We're running with a VENV using Python 3.13 and spaCy 3.8.7.

Are they supported by scispacy and its models? We need en_core_sci_lg for model training.

As far as I can tell, there are nmslib limits on this being possible. I have been looking into this in nmslib/nmslib#565
