Support for TESS Sectors 84+

A reminder that some changes will be needed to support TESS sectors 84+. The ones I know of are getting metadata of a sector:

1. Getting sample TessCut data for cadences / quality flags of a sector:

2. Getting CBVs of a sector:

@afeinstein20 commit e3ac99e does a partial fix on the CBVs. It updates the code path in targetdata.py, but not the correspond code path in update.py . (The logic is duplicated because the workaround in PR #278 .)
