Simplified Form Open/Close Timing

I dislike how the form open/close is implemented - I don't think it's ergonomic (poor UX) compared to what officers expect.

I think instead of using a full time choice, it should instead be an offset from the given time.

Pros:

• Much simpler for officers to extend form open/close times by a small amount.
• Relative, no need to readjust open/close times when event times are changed.

Cons:

• Will need to create a new interface for relative time choices.
  • Perhaps using a textbox with a parser; e.g. "2h30m" = "Form opens/closes 150m early/late"
