We have two top-level documentation directories. One should be removed (I believe doc/). Filing this to attend to later.

Related to #67, should docs/formatting.md and friends be moved to the acl-style-files repository?

Yes, I think so:

• move docs/formatting.md and related files to acl-style-files
• update the top-level navbar link at the ACLPUB docs ("Formatting Guidelines")
• create a PR for ARR: https://github.com/acl-org/aclrollingreview/edit/master/cfp.md
• create a PR against the links for the NAACL 2022 website: https://github.com/naacl-org/naacl-2022-website/tree/gh-pages/_pages/calls

We could also consider incorporating writing advice into acl-style-files, or at least pointers to them. I'm thinking Jordan Boyd-Graber's and @nchneid's (which I can't seem to find).
