Should we have discussions enabled for all repos, a select few, or only org-wide discussions available?

I attempted to open a discussion in the Wix public site repo and noticed the option was disabled. I realized that not all repos are set up this way and wanted to bring this up with everyone. Should we designate repos to have this option enabled, or just have the main Discussion as the only option? Also, it would be great to see if members with regular permissions have the ability to adjust the settings to enable/disable discussions.

I'm agnostic on this one - I think if discussions are going to be used for general conversation rather than having a specific goal or implementation in mind then it could make sense to welcome them everywhere. I saw your other new issue regarding a page involving the financial system diagram and I thought that did make sense to be an issue, but perhaps that's because I agreed and thought it was a good idea!
