Allocate More System Memory to Rsync

This may sound like a crazy question, but i would like to increase the amount of memory and processing power that rsync uses, is there any way to increase that? currently in my 8 core system with 16GB of Ram rsync is only using around 3 gb of ram and 3 cores, is there any way to increase this?
