Fans are spinning at full speed

I installed the program, it ran a scan, and then it started spinning at full speed for 1–2 seconds even when only the browser was open. How can I fix this?

FanControl does nothing by itself. You need to configure the behavior of the fans. Post a screenshot of what you have so far.
