silence console message about localtree when app launches

Messages or warnings printed to console also get logged and clutter the log if not useful.

Right after LAUNCHING APP via ejamapp(), Console shows this message that is not very useful:

Checking for index of Census blocks called 'localtree' ...localtree already exists.

and shows this info too which is ok:
