isolate WCC in Worker Threads and / or VM Modules

Not sure if this should be the role of WCC or not, but would be good to allow for running wcc in either Workers threads or experimental VM module.

This might help the recent change to support ESM / 11ty v3 where we had implement naive cache busting

But this comes with its own potential set of tradeoffs
