+- Restrict the Missouri TANF assistance unit to dependent children and their caretaker parents per DSS Manual 0210.005.10 and 13 CSR 40-2.325, excluding household members age 19 and over who are not dependent children from the unit's needs and counting only unit members' income, require an actual dependent child for eligibility per RSMo 208.040 (pregnancy alone no longer qualifies), exempt student children's and student teen parents' earnings per DSS Manual 0210.015.35.10 and 0210.015.35.15, exclude SSI recipients' needs and income from the unit per 13 CSR 40-2.310(1)(F), apply the earned income disregards in the sequence the DSS manual specifies (work exemption, then $30, then one-third of the remainder for new applicants; two-thirds of gross first, then the work exemption for active participants) with exact fractions, and count income in the Standard of Need test per 13 CSR 40-2.310(11) — without the work expense, $30-based, or dependent care disregards, while applying the two-thirds disregard for active participants.
