Blurry image loading icon in GNOME 50

Describe the issue

In GNOME Shell 50 the image loading icon is blurry. This seems to be due to GNOME 50 changing the way it locates the icon. I have tried to figure out how it does this but have not been able to determine where it's looking for the image loading file. This is not present in any other theme I have tried.

Checklist

• I have searched the existing issues to make sure that's not a duplicate
• I updated Papirus icon theme to the last available commit (use Papirus Installer to update)
• Switching the icon theme to the default (Adwaita for GNOME Shell, Breeze for KDE Plasma) is fixing the issue

So I think I've figured it out. It seems Gnome 50 wants higher resolution, scalable icons for image-loading, and Papirus lists these icons as "fixed" (even though they are SVG and totally scalable.) I'm guessing prior versions of Gnome just went ahead and scaled them away, but 50 doesn't do that. I think. Anyway, I created a local Papirus folder in ~/.icons/, changed the index.theme file to include 128x128/actions and set that folder to scalable (actually, I'm guessing I could have got away with the same thing at 64px but I was being maximalist. Hindsight.) Also, because I've never much liked the loading icon, I made my own image-loading icon (because Papirus is super easy to edit). It's a big meh, but maybe better?

The bottom line is, it will be nice when the Papirus people are able to address this.
