Restrict visibility of contributions page

**Current behavior**
The contributions page / menu is currently always visible if you have the permission "can update participants". This makes no sense if the user cannot see any list of speakers or if they are not used at all.

**Wanted behavior**
The contributions list should only be available for users with the permissions " can see list of speakers" and "can update participants".
