Build Team, Systems & Deployers

• improved bind build process (enabled optimizations, integrated upstream memory leak fix).
• extracted debuginfo into a separate location.
• cleaned up CI by removing unused RHEL/RHOSP/operator jobs.
• updated dependencies (Redis, SimpleAmqpClient).
• moved kernel build to runtime to simplify build pipeline.
• fixed neutron_plugin_db to pass Tempest tests.
