Windows Updates broken in Windows Server / LTSC 2016 images #208

Description

When building Windows Server 2016 or Windows 10 Enterprise 2016 images. The update script fails to download from here.

To reproduce

• Try to build a Windows 10 Enterprise or Windows Server 2016 image
• See this error in C:\PSLogs

Expected behavior

• Windows Updates should be installed without errors

Recommendation

• Include the windows-update.ps1 script in the one-apps repo
• I can confirm that by running the update script locally, the updates work as expected

Details

• Affected Component: packer build scripts for some Windows editions
• Version: 6.10.0-3

Additional context

• The issue is probably caused by outdated TLS certification authority that will get updates only using the Windows Update, so we have a chicken and egg problem :)
