M365 State Management Issues

Hello all.

I am relatively new to developing in M365 declarative agents sdk using typespec. My backend seems to be working pretty well, but I am having difficulty getting my agent to stabilize and sed the proper payloads. I feel I have my instruction block in the correct conceptual evaluation order. I implemented guardrails and have gotten around jailbreak issues.

I've done quite a bit on my own through research and copilot. However, I need to talk to someone who has knowledge in this space as there is little to no documentation out here to guide me. Can someone help me?
