[Feat] Allow gs.create_project() to create the mapset as well

Is your feature request related to a problem? Please describe.
Ex. I'm always frustrated when creating a location(project) in a python script or jupyter notebook and it just creates the location dir, not the mapset, forcing some workarounds.

Adding the option to also create the mapset would be marvelous.

How recent was this? I just created a conda environment and don't have this function.
My conda installed grass-8.5.0-py314h402d7e8_1
