partner_identification should allow multiple identifications of the same category when not overlapping #2196

Describe the bug
identifications can, and often will have, temporary validity. However when entering a new identification through a specialize number and the _inverse_identification method, where one already exists for the partner, an error will be thrown, even when the existing identification in the same category has already expired. Also the compute and search methods should take expiry into account.
